That’s what Steam says when you try to download games that Steam doesn’t service in your location. Your location is determined by your IP address. However, there is a way to download the game. Exit your Steam account in the browser, and without logging in, go to the game page in the store, replacing the last / with ?cc=eu That changes the store to European region. Here, click play, then click that you have Steam installed. A popup may appear about protocols, agree to that. Now the game will start to download in your Steam client app. When download completes, you can launch the game, but most probably, it won’t connect to the server, as your country’s IP are blacklisted. You may use VPN software to change your IP, preferable hosted on your own virtual server in another country, but using VPN’s are against ToS, so you may get banned. So better yet, download the game from approved service fro your country, or wait while Steam will start to carter to your country. Or if Steam starts servicing your country.
