If universal apps in Windows do not have hide and close windows buttons in the upper right corner of the window, then most probably you are using a dual graphic cards laptop, with and AMD chipset.
All you need to do is go to Advanced AMD Catalyst settings and disable DUAL GRAPHICS. Reboot and the buttons should be back.
