This means that the integrity of the game is broken, perhaps some files are missing or damaged, and you need to redownload the game. But if you have downloaded the game several times and it still doesn’t work, check your antivirus. Perhaps there is a quarantined or blocked file. So add the whole game folder to exceptions, or uninstall the antivirus. Please note that even if you think you don’t have antivirus software installed that doesn’t mean you don’t.
